She is taken a few days post events of the Doctor Who/Torchwood/Sarah Jane Adventures crossover "The Stolen Earth/Journey's End" so she is still raw post losing Tosh and Owen during the TW series 2 finale "Exit Wounds". The following seasons Children of Earth and Miracle Day will not be a factor for now.
Gwen comes into the world of Torchwood after seeing Jack and the others over the body of a dead man. She was recuited into the team after the death of Suzie Costello since she did try to kill Jack. Gwen also knows that he can not die. She had a short lived romance with Owen Harper during a trying period but has somehow gotten past that with time. After Jack is killed in the season one finale it is her kiss that brings him back to life 3 days later. She's also the only one to not leave his side, sure it took almost a week but she would not give up hope or on Jack.
Season 2 highlights in order to avoid spoilers: she took control of the team during the period Jack was with The Doctor and Martha (year that never was storyline from DW aka Simm!Master taking over the world to make a long story just a little shorter. She finally comes clean about the team to Rhys and is married during "Someting Borrowed" and was also with an alien child during the same epsiode (which leads to retcon in the reception drinks afterwards but she and Rhys did not take the pills. Because only a few would ever need to know the whole story while most would think it was insane). Since then she has tried to unravel the ongoing mystery of the Cardiff Rift and saved the others after an explosion in a nearby buidling (caused by John Hart). When Rift activity was detected around Cardiff Gwen went to police HQ to find 4 dead officers at the hands of Weevils. She later sees the 15 bombs going off (set off by John and Gray, Jack's brother) which causes more problems. She takes command of the confused police and helps to stop the Weevils at least for now before going back to the Hub, but gets trapped in the Weevil cage by Gray. She and Ianto are rescued by Jack but it is too late to save Tosh, who was shot and killed by Grey (with Owen's death in the reactor). Gwen is unsure of being able to go on but somehow Jack convinces her and Ianto its possible.
She was present when Earth was moved to the Medusa Cascade and monitors the situation before the team is located by former PM Harriet Jones over the subwave network. After the group formulates a plan to use The Rift, Mr Smith and Martha's phone in a way so they can contact The Doctor, Gwen prepares the Rift. She is later shocked,but not totally suprised,to find out how young looking the Doctor is. Near the conclusion, after Jack leaves the group to join The Doctor, Gwen and Ianto come under attack from a Dalek. Despite the knowledge that guns don't work, she simply tells him "I'm going down fighting, like Owen, like Tosh. How about you?". After firing all their bullets, they discovered that they been stopped, frozen in time, along with the Dalek, by a time-lock defense system that Tosh had developed but never really tested. She and Ianto were unable to leave the Hub but were able to help the Doctor to use the Rift to return the Earth to it original position.
She's pulled into the city via "waking" at some point post the Earth being returned to its proper place.
Character Personality: Gwen is your classic girl next door and has been called Torchwood's heart. Gwen is also very good with people thanks to a naturally friendly personality plus her time as a police officer gives her unique insight into human nature. She has been known to let cases hit a little too close to home and is always trying to understand the why. That would also explain her constant need for closure with cases in order to move on. She knows its not a good thing and is trying to keep those cases from draining her. Gwen is also trying to keep her personal life and life within Torchwood balanced, thankfully Rhys (her husband) does know which does help. She is also very loyal to those close, especially her family, husband and her friends.
She is also ambitious and rather feisty (she's prone to popping off a one liner when stressed) and has been described by Owen Harper as "socially responsible and empathetic" and possessing a lot of "unfulfilled potential". But at the same time her emotional nature has also gotten the better of her, she has been known to either cry or stress herself into massive headaches (personal headcanon) after all. But the headaches are kept in check via OTC meds the bulk of the time so they are nothing serious. She has also not been able to really mourn Tosh and Owen since everything basically fell apart during the invasion. Even she admits its because she's not ready to face the idea that her friends are actually gone. She also has moments where her actions and decisions were guided by her desire to protect her live-in boyfriend/now husband Rhys. There is also nagging guilt she can't explain but is facing with the help of her friends and Rhys. But her compassion is her strength, she has a concern for others that is showing the team its very ok to be human and to have feelings beyond the job.
On a more light hearted note she is able to laugh at herself when she has a klutz moment and is somehow able to see the lighter side of pretty much everything. She is also the one who has a smile for pretty much everyone around her.
But how will an emotionally fragile woman (due to recent events) who has seen more than her share of the unusual deal when dumped into a world she has no clue about and without the emotional anchor of her husband?
Powers and Abilities: Vanilla human but with police training, she knows how to react under pressure and knows various weapons (but partial to a basic handgun).

Third Person:
After coming to behind what she hopes is a halfway decent coffee shop or even better a pub Gwen's braving the streets of a very new world. But as she's walking she can be seen hitting redial on her phone at a pretty scary rate of speed. In light of not just Torchwood's recent losses and the Earth being moved by the Daleks she's got every reason to assume another trap. But after five plus no service hits and getting the same for her husband she's slumped against a wall in defeat. "Another trap, it has to be another bloody trap!" she hisses under her breath. So she just kept walking and hitting speed dial, all while tracking the smell of what she hopes is coffee. "Come on Jack and Ianto, one of you has to have your phone on!"
She finds her prize about fifteen or twenty minutes (and a near crash into a light pole) later. But as she goes into the shop Gwen does see something very strange, Big Ben and the Eiffel Tower side by side.
Thankfully she's not gotten that coffee since some would have been spit out in a reaction of "This is bloody crazy or its the pain killers talking." since before coming to she had passed out on the sofa in the hub thanks to a massive and blinding headache. But she simply goes into the shop, orders her coffee and starts another round of speed dialing and texting.
She even decided to try Tosh's old voice mail and Owen's secret line, even in spite of knowing her friends are dead. "But when in doubt keep dialing, someone will eventually pick up. Right?" but at the same time anyone can see things are just confusing and well she could really use a friend right about now.
Because she's trying to not cry but one thing could be heard.
"Just bloody pick up already!"
